Integrated Solid Waste Management

1.Brief Description of ISWM(Integrated Solid Waste Management) and Action Plan Map

       Municipal Solid Waste Management Rules-2000 came into force by December 1999. According to these rules, it is the duty of every municipality/ULB(Urban Local Body) to adopt suitable system for solid waste management to comply with these rules.

Salient features:
  1. Promote segregation of waste at source.
  2. Avoid multiple handling of waste.
  3. Conduct Awareness programs.
  4. Public/NGO Participation.
  5. Processing of organic waste by composting, vermi-composting, biomethenation
  6. Scientific disposal of inert waste in landfillsite
Sate Policy for ISWM

     State Policy is developed as per the guidelines issued in MSW-Rules 2000. it gives the framework to make the management Plan

ISWM:Integrated Solid Waste Management

      Linking of different components of Solid Waste Management like primary collection, secondary storage, transporatation, street sweeping with the manner specified in MSW-Rules 200.

Objective of Management Plan

      Management plan is prepared according to the guidelines issued in state policy. The main objective of this plan is the optimum utilization of available manpower and machinery

2.Progress on the ISWM Action Plan
  1. Tools and Equipment Present Status: All the tools are with CMC Raichur and thye are in use except Tractor with special attachment  Click here.
  2. Purchasing of Land Fill Site:
    • 24-18 acres land purchased at Eklaspur Village.
    • Proposal to Purchase 12-01 acres sent to A.C for further action as per the direction of D.C Raichur
    • Estimated for construction of 2.5Km length wall with barbed fensing has sent to Project Director, D.U.D.C Raichur.
    • Tender Document for Boot-Operation is ready.
  3. Primary Collection SHG(Self-help group) Group List: Vehicles are distibuted to all 25 SHG group and they are working and achieved 50% primary collection within one month going to achieve further development in this regard Click here for Detail
  4. Street Sweeping & Debris removal:
    As per the Management Action Plan the city is divided into 4 Packages, 3 will be outsourced and 1 will be done by ULB laboures.

3.IEC(Information Education Communication)Activity carried out in the ULB during the year 2006-07
              Seva Raichur: A local NGO working for the IEC, they are doing Jatha, Street Activities as per the action plan submitted by them
4.IEC Activity planned in next 15 days
  • In the next 15 days NGO plan to visit House-to-House with the material supplied by the CMC Raichur ward-wise and they concentrate on(1) Primary Collection, Segregation(2) User Charges to SHG.
  • Agreement signed on 1st July 2006.
  • NGO-designed training programme to SHG groups on
    1. Primary Collection: In Non-slum 25 SHG Group working as per the management action plan. In Non-slum 40 ULB labours deployed for the primary collection with push carts.
    2. Segregation:Not Yet
    3. Secondary Storage: 5 dumper placers moving around the city they will empty on average 25 containers on daily basis.
    4. Collectiong User Fees: SHG are trying to collect the fees from House holds and ULB sanitary inspectors helping them in this regard.
5.New initiatives on the SWM
  1. On 17/09/2006 vehicles distributed to SHGs and placing of the containers are done at present all the SHG they are collecting the waste dumping at secondary storage containers.

  2. City Municipal Council Raichur designed IEC Action Plan for the year 2006-07.In abstract
    1. IEC by NGO on Segregation, Storage, Primary Collection and Secondary Storage.
    2. Street Publicity with using 4-MIC-Set. This activity will be done daily from 6.00 A.M to 12.00 A.M
    3. Media adds on Segregation, Primary Collection, Secondary Storage, Transportation, Composting and etc.
    4. CMC Raichur designed 4 types of Pamphlets and wall painting, holding on segregation of waste, collection of waste and etc.
5.Land fill site development activities
  1. Purchase of land:24-18 acres of land taken procession and proposal of 12.01 acres sent to A.C and land records as per the direction of D.C Raichur.
  2. At present all the waste generated taken to the land fill site and dumped in pit system on average 15 tons per day waste collected at land fill site, one supervisor and one labour deployed for these activities registered maintained at dumping site.
